Thắc mắc không được ứng lương hưu?
Bạn đọc Nguyễn Văn Hương đề nghị bảo hiểm xã hội chi trả lương hưu gộp tháng 8 và 9 hằng năm để những người về hưu có tiền tham quan, mua sắm trong thời gian nghỉ lễ.
Độc giả Võ Thanh Sơn cho rằng chi trả lương hưu không tiền mặt đúng ngày mùng một trong dịp lễ Tết hay cuối tuần không khó khăn.
Một người tên Dân thắc mắc: “Tại sao một số đơn vị sản xuất kinh doanh, trước kỳ nghỉ lễ Tết họ được lãnh hoặc ứng lương, thưởng để tiêu dùng. Vậy tại sao người nghỉ hưu không được hưởng quyền lợi chính đáng này?”.
Bạn đọc Thiên nói: “Tôi cũng nhận tiền hưu đã lâu, xác định chuyện này bình thường. Lãi lời từ tiền hưu gửi qua ngân hàng thì chi cho bộ máy bảo hiểm xã hội hoạt động và bổ sung vào quỹ bảo hiểm xã hội, coi như một khoản đầu tư”.

Sẽ có thêm nơi chi trả lương hưu sớm hơn
Về các ý kiến, chuyên gia của Bảo hiểm xã hội Việt Nam cho hay việc ứng lương hưu hoặc trả gộp lương hưu hai tháng 8 và 9 không đúng quy định “chi trả hằng tháng”.
Hướng dẫn chi trả của bảo hiểm xã hội nêu từ ngày 2 – 10 hằng tháng, việc chi trả diễn ra tại các điểm chi trả, thời gian ít nhất 6 giờ/ngày. Từ ngày 11 đến hết ngày 25 hằng tháng, việc chi trả diễn ra tại các điểm chi trả là điểm giao dịch của bưu điện cấp huyện.
Song để tạo thuận lợi cho người dân cũng như thực hiện chỉ đạo của Thủ tướng đảm bảo ai cũng có Tết, trong dịch COVID-19 bị hạn chế đi lại hoặc gần Tết Nguyên đán cần lương hưu để chi tiêu, ngành bảo hiểm xã hội chi trả gộp hai tháng lương hưu vào một đợt.
Về lâu dài, ngành sẽ tiếp thu, nghiên cứu các kiến nghị của người dân.
Chuyên gia nói thêm danh sách chi trả phụ thuộc việc báo tăng, báo giảm số người hưởng nên ban chuyên môn cần thời gian tổng hợp đến ngày cuối cùng hằng tháng, đảm bảo quyền lợi cho tất cả người hưởng.
Ví dụ có cụ tử vong, có cụ chuyển đến địa chỉ mới, có cụ ngừng giải quyết chế độ nên con số biến động.
“Những tỉnh có số lượng người hưởng ít thì có thể chi trả sớm, có thể từ đầu tháng nhưng có những tỉnh có số lượng lớn, biến động nhiều, mất nhiều thời gian xử lý hồ sơ. Đó là lý do vì sao các tỉnh thành phải căn cứ tình hình thực tế để quyết định thời điểm chi trả phù hợp”, vị này nói.
Cơ quan bảo hiểm xã hội cũng ghi nhận phản ánh và nghiên cứu rút ngắn thời gian chi trả, ví dụ trước đây trả lương hưu ngày 6 – 7 thì sắp tới chi sớm hơn.
“Mục tiêu là chi trả sớm nhất, chính xác nhất, đầy đủ nhất lương hưu cho các cụ”, vị này khẳng định.
Thống kê mới nhất đến tháng 8-2024, cả nước hiện có gần 3,4 triệu người hưởng lương hưu, trợ cấp bảo hiểm xã hội hằng tháng.
Lương hưu, trợ cấp bảo hiểm xã hội sẽ chi trả qua tài khoản cá nhân tại 63 tỉnh thành từ ngày 1-9-2024.
