Nhiều bạn đọc Tuổi Trẻ Online nêu ý kiến khi một nhóm bạn trẻ tại TP.HCM dùng thuyền vớt rác trôi nổi tại một số kênh rạch nhưng bị cơ quan chức năng địa phương ngăn cản vì chưa xin phép.
“Người ta làm việc vì môi trường, vậy thì cơ quan chức năng cũng phải tích cực liên hệ giải quyết giấy phép. Tự phát thì phải có người giúp cho chuyên nghiệp, hãy cử một người có nghiệp vụ đi giúp họ, môi trường là của chung mà”, bạn đọc Từ Anh Quốc viết.
“Nên khuyến khích, hỗ trợ và hướng dẫn mọi người hoàn tất các thủ tục cần thiết”, bạn đọc Quynh Lan nhấn mạnh.
Cho rằng “làm gì có cơ quan nào cấp cái giấy phép ‘thu gom rác thải tự nguyện'”, bạn đọc Q. Khởi nói đòi hỏi giấy phép là “vô lý”. Về an toàn của người tham gia, bạn đọc này nói “chỉ cần yêu cầu thông báo để chính quyền phối hợp tổ chức, nếu chính quyền không thể cùng tổ chức vớt rác thì cần cam kết đảm bảo an toàn khi thực hiện là được”.
Cùng đặt vấn đề về an toàn của người vớt rác, bạn đọc Đặng Xuân Sơn viết: “Phường cho dừng là đúng, tuy nhiên sau đó cần phải hướng dẫn người dân thực hiện”. Bạn đọc Trần Quốc Hiếu cũng đề nghị “phường nên linh động điều người tới hỗ trợ thủ tục cho họ thì tốt hơn là cứ ngăn cấm rồi đòi giấy phép”.
“Người ta làm tình nguyện thì nên hỗ trợ chỉ dẫn và tạo mọi điều kiện an toàn cho người ta làm. Có giấy phép mà lỡ người ta có tai nạn thì ai chịu? Do đó các bác quản lý nên đi chung, chứ đóng dấu một cái là xong theo tui cũng là “hành chính”, bạn đọc Kien Duong Mong Huy bày tỏ.
Bạn đọc cũng băn khoăn khi tình trạng xuyệt điện bắt cá trên sông tồn tại thời gian dài mà không được giải quyết: “Nhân câu chuyện vớt rác phải xin phép này, tôi muốn hỏi các địa phương làm việc theo luật như vậy, vậy nạn dùng điện bắt cá trên sông vì sao cứ tồn tại?”.
